Fer the record, Congress would have to pass a new bill which authorizes spending part of the military budget on The Wall. Which is why Trump's reportedly pressuring Ryan. The term "discretionary spending" refers to all spending that the government conducts after entitlements have been fulfilled. It's discretionary because it's optional that the government spend the money in the first place; not because it's up to the discretion of the President to spend it any way he sees fit.
