It's a function of Trump's weakness as a candidate (and incidentally, Clinton too) that he could not draw a higher % of the population than Romney, McCain, or Bush in those certain states.
If you apply your logic, and use the 1992 election, you will come out with Hillary being a far better candidate than Bill. In fact, you come out with all Dem candidates since being better since Bill took "only" 42% in 1992. No real sense in arguing, but your "outcomes" are dependent on the share of the vote in each state that went to candidates other than the Dems and Reps.
