    • Allegiant Stadium builder fined for OSHA violation

The Nevada Occupational Safety and Health Administration has levied a fine against the firm overseeing the construction of Allegiant Stadium in Las Vegas.

The Las Vegas Review-Journal reports that Mortensen/McCarthy has been fined $13,494 for the violation, which is related to two incidents when workers on the site of the Raiders stadium were allegedly not following social distancing guidelines put in place to stem the spread of COVID-19. There have been multiple positive tests among workers on the site.

Mortensen/McCarthy refutes the finding and is contesting the fine.

“Mortenson/McCarthy is committed to complying with all health and safety regulations, and we stand by our strong safety record on the Allegiant Stadium project,” the company said in a statement. “Our team has actively communicated and diligently enforced evolving Nevada OSHA and Centers for Disease Control and Prevention requirements with our project partners and up to 2000 workers on site each day. Our team has continued to make changes and adjustments as needed or identified in an effort to protect everyone on the project.”

Repeated violations of the OSHA guidelines could lead to fines of more than $134,000. The project is close to completion with the Raiders expected to play their first games at their new home later this year.

Pro Football Talk's Mike Florio reports players who test positive will be placed on a 'COVID-19 list' for three weeks.

It’s unclear what will happen if a player on the COVID-19 list can’t return to practice after three weeks. A player being moved to said list will occur as if they were being moved to injured reserve, creating a roster spot that would then be filled with a player (presumably from every organization's expanded practice squad) who is negative for the virus. Fantasy players would be wise to start discussing their home re-draft league rules for this upcoming season as soon as possible.

            • I had some work done on my car at Firestone. I dropped it off in the parking lot and said I would pick it up later that day. They called me said it was ready, when I got there I walked through the door of the lobby - nobody was wearing a mask - but me (and my other half told me to wear gloves, so I did not to argue ). They kinda looked at each other when I would not move forward, 3 guys then went in the back and came out wearing masks. There was a lady customer who didn't look happy about it and was giving me the stink eye and I was giving it right back.

              • Half of the people who argued with me about masks have contracted or had a very close call to contracting the disease.

                • NCAA president Mark Emmert: “Inappropriate” for schools to ask players to sign COVID-19 waivers

Some NCAA schools have had football players sign COVID-19 waivers this summer. The man who runs the NCAA doesn’t like it.

Testifying before a Senate committee on Wednesday, NCAA president Mark Emmert made it clear that he’s opposed to the practice of having student-athletes release rights regarding the coronavirus.

I am catagorically opposed to it, I think it is an inappropriate thing for schools to be doing,” Emmert said, via Jane McManus on Twitter.

So why doesn’t the NCAA, which has so many rules that their rules have rules, do something about it? Apparently, the NCAA can’t keep it from happening.

The NCAA also can’t keep football from happening, if schools insist on proceeding even in current COVID-19 hotspots. Emmert said that the NCAA doesn’t have jurisdiction over regular-season play or the Power Five conferences.

And so, basically, the NCAA has a role in keeping football players from getting fair value for their skills, abilities, and sacrifices, but the NCAA has no role in keeping football players safe.

If the NCAA isn’t going to do it, then the federal government should, via the creation of an oversight agency that can and will do what the NCAA can’t and won’t.

                        • This is impossible without a bubble. It just is. The NFL will be a nightmare with having so many players/coaches/staff. You can’t expect 50-60 20-35 year olds to stay inside their home on a Fri/Sat night. Guys will go out, they will be exposed, and it will spread.

                            • Rob Manfred: Marlins COVID-19 outbreak not a “nightmare”

Posted by Darin Gantt on July 28, 2020, 6:11 AM EDT

Baseball had to postpone a pair of games less than a week into its return, after 14 players and staffers of one team tested positive for COVID-19.

But for MLB Commissioner Rob Manfred, it didn’t quite reach the level of panic to make him consider shutting down the season.

I don’t put this in the nightmare category,” Manfred said during an interview on MLB Network, via USA Today. “We don’t want any player to get exposed. It’s not a positive thing, but I don’t see it as a nightmare. We built the protocols to allow us to continue to play. That’s why we have the expanded rosters. That’s why we have the expanded pools of additional players. We think we can keep people safe and continue to play.”

After three players tested positive on Sunday, the Marlins went ahead and played the Phillies that day. Monday, 11 more positive tests came back, leading to the postponements of the Marlins’ games against the Orioles Monday and Tuesday, along with the Phillies’ game against the Yankees last night, as more tests were performed.

Manfred insisted that he thought the season could proceed, saying the plans they built in advance would allow them to move forward safely.

“A team losing a number of players that rendered it completely non-competitive would be an issue that we would have to address and have to think about making a change — whether that was shutting down the part of a season, the whole season, that depends on the circumstances,” Manfred said. “The same thing with respect to league-wide. You get to a certain point league-wide where it does become a health threat and we certainly would shut down at that point. . . .

“We expected we were going to have positives at some point. I remain optimistic that the protocols are strong enough that it will allow us to play even through an outbreak like this, and complete our season.”

How they handle it will be worth watching for the NFL, as players report this week for their tests and a modified training camp.

                              • Josiah Scott says he’s had multiple negative tests after false positive

Jacksonville Jaguars cornerback Josiah Scott was one of four players placed on the COVID-19/reserve list by the team on Monday.

Scott, via his Twitter account, said that his first test was a false positive and that he has since had multiple negative follow-up tests.

As Peter King detailed, a player such a Scott that has tested positive can return under two conditions:

If he has symptoms of COVID-19, at least 10 days must pass since the first symptoms occurred and at least 72 hours have passed since symptoms last occurred. He must test negative and have his return approved by a team doctor in consultation with league medical officials.

If he is asymptomatic, 10 days must have passed since his positive test—or five days have passed since the positive test, plus two tests that show negative results, for him to resume playing.

Scott would fall into the latter category, which would give the rookie fourth rounder plenty of time to be cleared before the Jaguars are actually able to get on the field for any activity.
